northern ohio and northwest pennsylvania. rainfall rates have decreased significantly. however the light rain that continues will be enough to keep water from receding from low lying areas. all of the rain will slowly end from west to east through sunrise. runoff from the excessive rainfall will cause flooding to occur. some locations that will experience flooding include...ashtabula... bowling
