At least 8 to 9 inches of snow have fallen on the Toledo area, and light snow should continue for a while longer. It was predicted to be a low-moisture, lightweight snowfall. Strong winds are creating considerable blowing and drifting snow. Air temps are only in the low teens. Outside of a snowbelt lake effect event, I think it's unusual for a significant snowfall to occur in Ohio with temps only in the teens. Usually, temps are in the 20s to low 30s.
