It's possible that many people are too busy working, caring for their family, caring for their own homestead, hanging out with friends, donating time to organizations, and enjoying their hobbies and  activities that they don't have the time or they don't have the interest to make time to "police" their own neighborhood. Maybe these people say, "the hell with this" and simply move elsewhere, so that they can live the list mentioned above. It might be easier to pack a moving van than attempt to save the neighborhood.
