I'm sure someone will point out that the money probably comes from different budgets. Why does that matter? It's all taxpayer money. The two budget thing means almost nothing, anyway. q. The city will have to again *transfer millions out of its capital improvements budget* to pay for daily operations. This year that amount will be $10.4 million. q.. But several years ago, the voters chose to allow this siphoning. And the voters are to blame for this year's problems. q. Mayor Paula Hicks-Hudson had sought to increase the city’s payroll tax earlier this year to help fix more roads but voters handily rejected the tax hike. q..
