Toledo's Golf Cart Pilot Program Begins April 1, 2017 Toledo's golf cart ordinance begins on April 1, 2017, two Saturdays from now. Whether an actual business will be ready to operate this spring is a different matter. Toledo's golf cart ordinance is considered a *pilot program* that's set to expire on December 31, 2018. The pilot program will permit golf carts in three areas: Point Place, Old West End, and Downtown. Toledo government will use "data" collected in 2017 and 2018 to determine whether the program should be expanded and made permanent. That's according to Toledo City Council documentation.
