On a warm summer day more than two years ago, Mayor Carty Finkbeiner and Columbus developer Frank Kass stood next to the Maumee River and unveiled the most elaborate and ambitious development plan ever proposed in downtown Toledo.

At $175 million, the Marina District would add shops, upscale housing, theme restaurants, office buildings, and a movie theater to a drab industrial site that had long been an eyesore on the east side. Back in 2005, I "thought":http://www.toledotalk.com/cgi-bin/comments.pl/3/1193 that the Marina District dream would be realized before a new arena would be built. That was a massive misfire prediction.

I'd like to see the Marina District  become functional before I move to Costa Rica.
