br. I have not yet seen language that states that the police chief can suspend temporarily the ordinance at any time.

I don't know every tiny detail of Toledo government. I'd like to see the official wording that gives this kind of power *only* to the Toledo police chief. Is it stated in the city charter? Where?
I'm sure that the document or the wording exists somewhere. I'd like to see the web link. Maybe it's interpreted wording.
And regarding this week's particular issue, DORA began on June 15, 2017. Did the police chief warn the businesses prior to his suspension statement? Did he consult with business owners and other city officials before announcing his suspension order?
