How local government starts a project
These things take time.
- need to commission a study that will cost hundreds of thousands of taxpayer dollars
- form a committee to analyze the study
- create a panel based upon the committee's recommendation. If it's a high profile project, which they all are, then a special Blue Ribbon panel will be created.
- hold public forums to share the results of the study that has been lost by this point, so officials make up what they want to happen. Remember, the public forums are token. The decisions by officials have already been made. Officials hold forums so that someone can't complain later about not allowing public comment.
