starts with bell in his vehicle, parked on a street in downtown toledo.

he puts quarters in a meter. mentions that street parking is free around lunch time.

he points toward the one government center building. he says to young people, that's where it happens or something like that.

he walks to one government center, waving to people. he carried a manila envelope.

he mentioned the process for entering the building, presenting ID and signing in.

he walked past a fire station which he said was his old office.

he walked into the parking garage by one government center. he pointed out his old parking spot that said "Mayor." he pointed toward the city council parking spots.

people inside building recognize bell. he shows his ID and signs in to be formal. he asks what floor is the board of elections. the security officer said number 3.

at the board of elections, bell described the process for running for office, and then he went through the procedure.

bell completed forms.

even though he has gone through this process before, he acted like he was new, so that he could explain the process to everyone. he asked questions of the election people even though bell knew the answers. he wanted the people to explain to the viewers. educational.

bottom line, according to bell, first step is pulling petitions. he said people have told him that they were concerned about the current leadership of toledo.
