Well, I have noticed that Toledo traffic is heavy from 2:00 p.m. to about 5:00 p.m. on the major arteries, at least in West Toledo, and it has been that way for years. That's nothing new. And it doesn't matter what road. It's busy, especially between 2-4 pm.
