In 2003, Mayor Jack Ford appointed Joe Walter to be Toledo's Safety Director. "... a retired Toledo deputy fire chief ..."

It appears that Walter was still Toledo's Safety Director two months later when the NSM visited in December 2005.

If we're going to credit Reinbolt for nothing happening at the April 2015 NSM visit, then more credit should go to Walter for the December 2005 NSM non-event, held at One Government Center, especially since law enforcement based their April 2015 plan on what they used in December 2005.
