High Wind Warning
Issued: 6:11 PM EDT Oct. 8, 2016 – National Weather Service
... High Wind Warning remains in effect until 6 PM EDT Sunday...
- wind... north to northeast winds sustained at 25 to 35 mph with
 gusts as high as 50 to 60 mph will continue this evening as
 Hurricane Matthew tracks slowly northeast just off Cape Fear.
 Winds may weaken for a period of time late this evening and
 early tonight... however strong northerly winds are expected
 again late tonight and Sunday morning in association with rapid
 pressure rises as Matthew tracks east away from the Carolina
 coast. Winds will gradually diminish during the day Sunday as
 Matthew weakens and tracks further offshore the Carolina coast.
- Impact... winds of this magnitude combined with torrential rain
 and saturated ground conditions will result in additional
 numerous downed trees and power lines. Prolonged power outages
 will be possible.
Precautionary/preparedness actions...
A High Wind Warning has been issued because tropical storm force
winds are expected. Wind of this magnitude can result in minor
property damage. Remove or secure any light outdoor objects.
Travel within the warning area will become increasingly difficult
and dangerous this afternoon into tonight as a result of downed
trees... power lines... and failed signal lights associated with
power outages.
Flash Flood Warning

The National Weather Service in Raleigh has issued a
- Flash Flood Warning for... 
 Hoke County in central North Carolina...
 Cumberland County in central North Carolina...
 Sampson County in central North Carolina...
- until 130 am EDT Sunday
- at 523 PM EDT... emergency management officials reported extremely
 dangerous widespread flash flooding across this area due to very
 heavy rainfall. Between 6 and 15 inches of rain has fallen in the
 warned area today. At least one dam... the Arran Lakes dam near
 Greenock Avenue in Cumberland County... is being overtopped and is
 in danger of failing.
- This is a flash flood emergency for Hoke...  Cumberland...  and
 Sampson counties. This is an extremely dangerous situation. Seek
 higher ground now!
- Some locations that will experience flooding include... 
 Fayetteville... Clinton... Raeford... Fort Bragg... Harrells...
 Godwin... Pope AFB... Jerome... Antioch and Hope Mills.
Precautionary/preparedness actions...
Move to higher ground now! This is an extremely dangerous and life-
threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.
Life threatening flash flooding is occurring across the area. Do not
attempt to travel unless you must do so to escape the flooding or
are under an evacuation order. If you are in a low lying
area... along a creek or stream... or in an area experiencing
flooding... take action now to protect your life. Move to higher
ground immediately.
Be especially cautious at night when it is harder to recognize the
dangers of flooding.

... This is a life threatening situation... 
Widespread flooding is occurring across many areas of central North
Carolina.  NWS Raleigh has received numerous reports of flooded
roads, water intruding into many homes and businesses, and even
several dams that have failed, which further worsens the flood
situation. Most streams across the eastern Piedmont and coastal
plain regions of North Carolina are either near, or have exceeded
their banks. And to make matters worse, all of these flood waters
will feed into the main Stem rivers, which themselves will flood
either tonight or early next week. In some cases, record river
flood levels may be exceeded, and many roads, homes, and
businesses that have never flooded before may experience flooding
tonight, Sunday, and perhaps into early next week.
The larger rivers that will experience major flooding include the
Neuse River, the lower Little River, and the tar rivers.  The larger
rivers that will experience at least moderate flooding include the
Cape Fear River and the Fishing Creek.  Again, a great number of the
smaller streams and creeks are already experiencing major flooding,
and will continue to do so through at least tonight. 
This is a life-threatening situation.  For your safety, you should
shelter in place at your current location, until the flood waters
recede.  Please stay home!  Do not attempt to drive anywhere this
evening or tonight unless you are fleeing an area subject to
flooding or under an evacuation order. A great number of roads
across central North Carolina are flooded, closed, and/or are
completely washed out.  At night it is difficult to see or recognize
flood dangers.  And besides, if you leave your current location,
there's a good chance you won't be able to make it to your
destination because of the large number of closed and flooded roads. 
If water is threatening your home or business, move to the
highest floor. If you need to escape, call 911 for help and to be
rescued. Do not attempt to drive through flooded areas to escape -
it's best to call 911 for help.
Finally, widespread power outages have occurred.  If your power GOES
out and you decide to use a generator for power or a gas grill for
cooking, please be mindful of Carbon monoxide dangers. Generators
and gas grills should never be used indoors or in garages. They need
to be operated outdoors and placed well away from homes and other
buildings.  Carbon monoxide has no scent and can quickly kill you.
Be smart and use these devices properly.
