The text in the March 9, 2017 Blade story is confusing or vague as to what year this begins.

Toledo City Council approved recreational and commercial use of golf carts and low-speed vehicles on public streets within designated areas of the city through at least the end of next year.

Beginning when? I infer that the ordinance begins in 2017 and lasts to the end of 2018.

The vehicles — which must be street legal with lights, brakes, a horn, and seat belts — can be operated April 1 through Dec. 31, 2018, in Point Place, the Old West End, the Warehouse District, downtown, a stretch that runs from the Old West End to the Toledo Museum of Art, and across the Martin Luther King, Jr., Bridge to International Park in East Toledo.

But is that April 1, 2017 or April 1, 2018? The sentence seems unclear. To me, it seems like the ordinance begins a couple Saturdays from now, April 1, 2017.

Starting Jan. 1, a new Ohio traffic law went into effect allowing golf carts on all Ohio roadways with a speed limit of 35 mph or less.

Obviously, that would be January 1, 2017.

I don't know the editing rules at a newspaper, regarding the mention of the years. It seems like if it's the current year, then the year is omitted. But adding the year removes confusion.

Even the Mar 12, 2017 Minneapolis StarTribune article implies that Toledo's golf cart ordinance begins in 2017.

Toledo's city council approved the plan and, starting in April, drivers who are at least 16 and hold a valid license will be able to take golf carts onto Toledo's streets.
