Toledo's Golf Cart Pilot Program Begins April 1, 2017

Toledo's golf cart ordinance begins on April 1, 2017, two Saturdays from now.

Whether an actual business will be ready to operate this spring is a different matter.

Toledo's golf cart ordinance is considered a pilot program that's set to expire on December 31, 2018.

The pilot program will permit golf carts in three areas: Point Place, Old West End, and Downtown.

Toledo government will use "data" collected in 2017 and 2018 to determine whether the program should be expanded and made permanent.

That's according to Toledo City Council documentation.

At this page:

you will see a link to city council's Google Drive account.

I'll excerpt with my emphasis added. Note the part about the "designated areas". That's a mistake.

ORD. 483-16 / 100-17

Establishing a Pilot Program permitting the use of golf carts and low speed vehicles on public streets within designated areas of the City of Toledo; and declaring an emergency.

There have been three designated areas within the City of Toledo that the Pilot Program will operate. One area is located within the Point Place community, Old West End and the last area is located within the Old West End Community and the other area is located within the Old West End Community.

The Pilot Program is designed to run from April 1, 2017 through December 31, 2018. The data collected during the Pilot Program will be used to determine whether or not such a program could be expanded to additional neighborhoods throughout the city, and whether the program could be introduced permanently.

The March 9, 2017 Toledo Blade story said:

The vehicles can be operated April 1 through Dec. 31, 2018, in Point Place, the Old West End, the Warehouse District, downtown, a stretch that runs from the Old West End to the Toledo Museum of Art, and across the Martin Luther King, Jr., Bridge to International Park in East Toledo.

Back to the Toledo City Council document:

(a) Vehicles certified in compliance with this chapter may be operated on streets or roadways within the following boundaries:

(1) Point place pilot program

(2) Old West End Pilot Program

(3) Downtown Pilot Program

Within the city council document, a lengthy explanation is provided for each of the three locations that describe the boundaries.

More from the ordinance:

Duration.

(1) The Pilot Program will begin on Saturday, April 1, 2017.

(2) The Pilot Program will end on Monday, December 31, 2018.

Passed: March 7, 2017, as an emergency measure: yeas 9, nays 3.
