Fire Chief Luis Santiago said Wednesday that higher-ups in the city approved the expenditure, though he was unclear on how the approval came about and who gave approval.

“I had discussions with the city administration at that time. The policies of the city were followed. I can’t do things like that unless I had clearance from my bosses. Those expenditures were deemed appropriate under that ordinance,” Chief Santiago said.

The late D. Michael Collins was mayor at the time of a fire department accreditation trip to Nevada in March, 2014. Mike Bell was the city’s mayor at the time of a dinner at Hollywood Casino Toledo in December, 2013, that was reimbursed by the fund.

[Santiago] said it was arguably legitimate to use the smoke detector fund because the activities were related to community risk-reduction and making the department better through accreditation.

A Dec. 15, 2013, restaurant receipt from the Final Cut at Hollywood Casino Toledo showed a $760.77 charge by the chief, plus a $170 tip, for a total of $930.77.

A $900 restaurant bill reduced the chances for people getting injured in a residential fire.
